LIC Project Goals: LIC will become a platform for programs and activities designed to identify promising technologies among university inventions, assist aspiring entrepreneurs in building viable technology-based companies, and facilitate market access and industry linkages. The LIC will be designed and implemented in a way that can be scalable based on resource availability, replicable in other regions of Ukraine, and have a potential for economic sustainability by way of revenue generation from services and equity participation in start-up companies. The LIC project is funded by the US Department of State, the Lviv City Administration, TechInvest Venture Company, ELEKS Company and Ukraine State Committee for Science, Innovation, and Information (together referred to as CRDF Global partners).

We propose to determine three main components with the LIC activity: Mechanisms of consensus gaining between key stakeholders of Lviv innovation system Financial-organization procedures of tasks implementation and interaction with CRDF Global partners Interdependent projects, programmes and elements system

Project 1 Lviv Innovation Center Internet Portal It will become the central repository for information related to entrepreneurship, technology commercialization and knowledge transfer in Lviv and globally. Tasks: T1.1. Structure of portal information part development T1.2.Information of LIC hosting on LvCSII portal and on LIC portal T1.3. Technical assignment on a separate LIC portal creation development T1.4. Software for LIC Internet portal development)

Last time we announced information regarding our activities to LvCSTEI, we got a great response from the Ukrainian research community. To us the LvCSTEI network thereby indeed has been valuable.

Project 2 LIC infrastructure development LvCSII posses a 9 floors premise that was erected in 1973 and is located not far from a city centre. The address 57 Chornovil Ave. The whole useful space of all premises is 5630,8 sq.m. LvCSII have a project of property complex modernization on the base of a concept Smart (intellectual) building via the implementation of an initiative project of LvCSII The creation of a regional information- analytical business-innovation centre Lvivtechnopolis. Tasks of the project to great extend are similar with LIC creation goals. But limited resource of a state budget does not allow starting its implementation. That is why the LvCSII independently conducts the investor searching with which a project Lvivtechnopolis could be implemented with within state-private partnership.

Project 3 Formation of consensus conceptual platform of Lviv and Ukraine innovations development The LIC activity concept as A one-stop shop for innovation services/infrastructure development in Lviv. The organization of Policy Dialog Forum will become an important instrument of conduction of functional discussions attracting famous foreign and Ukrainian experts, innovators-practicians, business, authorities to useful recommendations development and LIC activity experience dissemination among other regions of Ukraine. Tasks: T3.1. Policy Dialog Forum creation T3.2. Constant monitoring of Lviv innovation system conduction T3.3. Creation of services that are necessary for effective LIC functioning T3.4. LIC staff competencies improvement and organization of a common activity for quality services providing

LIC services Intellectual property and patents. Patent search conduction, patent documents preparation, intellectual property rights protection. Technology transfer. Formation of data bases of demand and proposals for technologies, technology audit conduction, assistance in technology description preparation, innovation proposals catalogues preparation and publishing. Access to finance. Assistance in business-plans development, financing sources searching – Seed Capital. Venture Capital, preparation of joint projects for EU funds and other donors receiving Research funding. Up-to-date information providing on the programmes of research funding, assistance in project ideas formulating according to programmes requirements, partner search for joint projects, support of proposal-writing.. Going international. We plan to participate in huge international events, support business trips of key stakeholders of Lviv innovation system to meeting with foreign partners as well as to organize big international events in a city and invite foreign organization and investors to Lviv. Advice on Ukrainian law and standards. Within Ukraine is planning to form a modern innovation system, discussions on changes to the acting legislation and new laws that will regulate technology transfer and innovation activity in our country preparation are conducted on a state level.

Project 4. Preincubator - Technology Entrepreneurship Development. It is a program designed to support a technology start-up creation, market access and early-stage funding. it is planned to utilize international best practices in the technology transfer and business incubation. The process is divided into three phases: The preparatory pre-incubation phase, the incubation phase, and the final Business2excellence. Tasks: T4.1. Innovation proposals call conduction T4.2. Assistance providing in Business Plan development and Start-up company creation T4.3. Development of LIC potential on support of start-up company creation in Lviv

Project 5 University Technology Transfer Capacity Development. Establishment of effective cooperation between LIC and academic TTOs could be a key factor of LIC activity better results gaining and establishment of the consensus between key stakeholders of Lviv innovation system. Tasks: T5.1. development of partnership with academic TTOs T5.2 development of competencies and potential of academic TTOs T5.3. support academic TTOs of international cooperation development T5.4. Preparation and publishing of Guide Academic entrepreneurship LvCSII established cooperation with the most active academic TTOs in Lviv during , led lectures for TTOs personnel. We also assisted TTOs to present the proposals of universities and R&D institutes during international forums and conferences in order to find potential partners (investors). Establishment of effective cooperation between LIC and academic TTOs is a key factor of LIC activity better results gaining and establishment of the consensus between key stakeholders of Lviv innovation system. We plan to propose for academic TTOs to become a multi-partner of LIC.

Project 6. Promotion and Dissemination. Traditional and modern technologies Web 2.0 of information spreading are planned to be used in the project. Mail merges and web-pages of partner organizations will be used for information dissemination via Internet network among separate target groups Tasks: T6.1. Development of promotion materials about LIC T6.2. Information dissemination via mass media and Internet T6.3. Organization and conduction of events in Lviv T6.4. LIC promotion during international events in Ukraine and abroad
