Варненски Свободен Университет Черноризец Храбър ACCOUNTABILITY Europol is democratically managed on the basis of a system of controls, checks and supervision of governance. EU justice and interior ministers, MEPs, other EU bodies, a management board drawn from all EU Member States, and its directorate all play important roles in managing Europol and ensuring that it is accountable. Europol has been an EU agency since It is ultimately accountable to the Council of Ministers for Justice and Home Affairs, which comprises the relevant ministers from all EU Member States. The Council is responsible for the main control and guidance of Europol, and appoints the agencys Director and Deputy Directors.

SECURE INFORMATION EXCHANGE NETWORK APPLICATION (SIENA) Ensuring the secure exchange of sensitive and restricted information The Secure Information Exchange Network Application is a state-of-the-art platform that meets the communication needs of EU law enforcement. The platform enables the swift and user-friendly exchange of operational and strategic crime-related information among: Europols liaison officers, analysts and experts Member States third parties with which Europol has cooperation agreements.

In 2010, the following entities and countries started using it: EU law-enforcement agencies cooperating partners such as Eurojust and Interpol cooperating states outside the EU, such as Australia, Canada, Norway, Switzerland and the United States. Access continues to be extended: in 2015, law-enforcement agencies in Liechtenstein and Moldova became the latest SIENA partners.

EUROPOL INFORMATION SYSTEM (EIS) A system for information on serious international crime The Europol Information System (EIS) is Europols central criminal information and intelligence database. It covers all of Europols mandated crime areas, including terrorism. Launched in 2005 and available in 22 languages, the EIS contains information on serious international crimes, suspected and convicted persons, criminal structures, and offences and the means used to commit them. It is a reference system that can be used to check whether information on a certain person or an object of interest (such as a car, a telephone or an message) is available beyond national or organisational jurisdictions.

Варненски Свободен Университет Черноризец Храбър The data inserted into the EIS remains under the full control of the inputting entity (the data owner) and cannot be altered in any way by Europol or another Member State. The owner is responsible for: ensuring the accuracy and reliability of the data; verifying time limits on the storage of data; ensuring that the data is up to date. Security and data protection are of paramount importance for the EIS. Users right of access to the data stored in it depends on their user profiles and on the restrictions defined by the data owner. As a general rule, users at Europol and in the Europol National Units have direct access to all data stored in the system, but the data owner may limit that right on a case-by-case basis.

EUROPOL PLATFORM FOR EXPERTS (EPE) Lending expertise and adding unique value to international law enforcement cooperation STATISTICS By the end of 2015, users from 84 countries could interact and collaborate with each other in virtual communities.
