Russian Maritime Register of Shipping International Seminar Previous Seminars & Past Discussions and Proposals

How is this achieved ? Commitment to continuous improvement

How is this achieved ? Good ships / Хорошие суда Good people / Хорошие люди Good regulation / «Хорошие» правила and elimination of the substandard и устранение отклонений от стандартов

Responsible charterers – more to do Ответственные фрахтовщики – делать больше Responsible insurers – P&I coming onboard Ответственные страховщики – страхование ответственности перед третьими лицами Competent flags – pressure building Компетентные флаги – усиление давления Assisted by uniform and effective Port State Control

Good people Хорошие люди Improved training – STCW revised ?

Good regulation «Хорошие» правила Fit for purpose Соответствующие назначению Properly considered Тщательно продуманные Impact assessed С оценкой возможных последствий Consistent with international law Согласующиеся с международным з аконодательством Uniformly (and fairly) implemented Единообразно (и честно) выполняемые

TODAY TO IMPROVE SAFETY Still important to have: Good ships / Хорошие суда Good people / Хорошие люди Good regulation / «Хорошие» правила But the emphasis is even greater on: Good people / Хорошие люди

Tens Year Ago TO IMPROVE SAFETY INTERTANKO introduced the concept of the Chain of Responsibility A realisation that it was necessary to involve all parties if we wished to eliminate the substandard – we ALL have responsibilities TODAY That concept is widely recognised and applied

INTERTANKO has established the Poseidon Challenge

Poseidon Challenge - encourages all parties to commit to: - continuous improvement - working with all partners

The Challenge of Continuous Improvement Doing better tomorrow than we do today ! Methodologies to assist, (some examples): Incident analyses Sharing of information Learning lessons

Tanker Incidents & Information Sharing - examining trends

Using the Incident Pyramid Industrial Accident Prevention: A Scientific Approach H.W. Heinrich, 1931

Tanker incidents 2006 by type Large contribution of human errors ?

Tanker incidents by age of ship * Rate= no. incidents/no. ships Total average = Rate:*

Tanker incidents by size of ship Rate:* * Rate= no incidents/no ships Total average = 0.020

Tankers: Engine related incidents (2006) No s s s s - 19 NK : 40 days Built:

INTERCARGO: Bulk Carrier performance Report covers port state control and other issues Factors analysed includes –age profile –Class, Flag and P&I (IACS does better than average) –Negative performance factors (Collisions and Groundings) –Ports detaining vessels –Ownership quality – factored into 10 categories based on Deficiencies per Inspection

INTERCARGO: Bulk Carrier Losses Bulk Carrier losses remain very small in proportion to the overall total of vessels But losses due to structural reasons have not yet been eliminated Year No. of Losses Number of losses by structural failure Total number of losses

The Sharing of information - to improve safety Frequently there are difficulties – commercial confidences and exposures, legal issues, professional integrities to protect, etc. The Challenge is to overcome these ! Examples of successes: Company NO-BLAME cultures Confidential reporting – for example CHIRP (Confidential Hazardous Incident Reporting Programme) Near-Miss reporting – for example with pilotage in straits Inter-industry analyses – for example of fires and explosions on Chemical and Product Carrier IACS Early Warning System (EWS) BUT More are needed !

CONCLUSIONS To improve safety: Good ships BUT also GOOD PEOPLE Greater emphasis on partnerships and cooperation Commitment to continuous improvement Learn lessons (for example through incident and root cause analyses, and accident investigations) Share information (greater openness and transparency)
