INTRODUCTION

EAP PP Potential Area of Operations Astana ESCAP ECE Encompasses: 95 countries Over 70% of the global population Almost 90% of global anthropogenic GHG emissions

Adopted by the 6 th Ministerial Conference on Environment & Development in Asia and the Pacific in Astana, Kazakhstan, on the 2 nd of October, 2010; Aimed at bridging policies & best-practices from the Europe-Asia-Pacific regions in order to stimulate qualitative and quantitative shifts towards greener, more competitive, and more inclusive, growth ; Proposes 5 programmatic areas/activities of operation within the Europe/AP partnership, as well as 5 approaches intended on strengthening intersectoral, intraregional, and interregional partnerships; The EAP PP will operationalize the AGBI. A governance component is designed to facilitate international, intraregional, and interregional partnerships for the generation & regeneration of Green Growth, and be democratic, transparent, and accountable A funding component, designed to allow the PP to compete with dirty (that is, exploitative of the environment or of people) FDI as a source of potential investment without placing massive strain on donors or heavily indebting recipients An implementation component, designed to ensure an efficient process toward effective outcomes based around the principles of Green Growth and the MDGs EAP PP OPERATIONAL MECHANISM

FUNDING & IMPLEMENTATION

Incorporating a Green FDI ratio? A Green FDI ratio would mandate that a certain proportion of FDI must be directed towards green products, services, infrastructure, and EST (ie. 1:4 = $1 of GG FDI for every $4 of dirty FDI, or 20% of all FDI must be green); Would apply to both the source and destination of FDI, to stimulate GG-oriented investment and prevent the outsourcing of environmentally-devastating industries to developing countries; Would apply to both private & public sources of FDI and be incorporated into new and existing bilateral and multilateral trade agreements.
