2 Define Worlds DWQS. Investigate and compare the quality of drinking water between US and Russia. Find out possibilities to use drinking water without harm for an organism. Objectives:
3 Drinking water must be wholesome and this is defined in law by standards for a wide range of substances, organisms and properties of water in regulations. The standards are set to be protective of public health and the definition of wholesome reflects the importance of ensuring that water quality is acceptable to consumers. There is good agreement amongst worldwide on the science and this expert evidence is documented by the World Health Organization in the Guidelines for Drinking Water Quality Standards. DWQS
4 The production of a DWQS in a developing country needs to take a different approach to the one taken in a country with full resources. This approach should follow the road of the seven conditions. DWQS should be: 1. Realistic 2. Flexible 3. Comprehensive 4. Implemented by steps 5. Alive 6. Strategically supported 7. Relevant to every sectors interests. Conditions of DWQS
5 Federal standard of quality of drinking water in US was created by U.S. Environment Protection Agency. The Agencys job is concentrated on defending the health of American citizens and environment around them. US DWQS consists of two parts: National Primary Drinking Water Regulations and National Secondary Drinking Water Regulations. Federal Standards of Drinking Water in US
6 How Does California Ensure the Quality of Its Drinking Water? The Drinking Water Program is responsible for the enforcement of the federal and state safe drinking-water acts and the regular oversight of about 8,000 public water systems throughout the state. 7 The California Department of Public Health protects drinking water quality by setting drinking water standards and advisories. There are two types of standards: maximum contaminant levels (also known as primary drinking water standards), and secondary drinking water standards. Prior to the establishment of a drinking water standard, the agency sets notification levels, which are intended to provide the public with an advance warning of the potential health effects that could occur from drinking water. 8 The quality of water in the most Russian water objects doesnt meet health and fishing requirements because almost 40% of jettison able into them sewages are considered to be polluted. Almost half of the population of the country has to use water that doesnt correspond with health requirements because of bad water treatment and unsatisfactory condition of utility. 9 The current ecological situation of the Saratov region is determined as the critical one. Heavy environmental pollution is going on as the amount of production is. Any city with high industrial potential including Saratov is an extremely unsteady system lost the possibility to self-healing from negative ecological factors. On the basis of it ecological situation of urbanized environment actually depends on percentage and structure of emissions in the atmosphere and discharges of toxic materials in the water. 10 Supervision of water supply was done by Russian Federal Consumer Rights Protection and Human Health Control Service in the places of water consumption including the first and the second categories. Control of sanitary water state in the domestic water supply remains one of the basic problems. Almost 83% population of the Saratov region use water from open sources. In comparison with 2010 in 2011 state of water objects in the water consumption places improved on 1.9%. Sanitary State of Water Supply of Saratov Region
11 The top five brands for consumption include 1."Mercury», 2.Aqua Minerale, 3.«Essentuki", 4."Narzan" 5.and BonAqua. In addition, a high level of water consumption is "Novoterskaya healing" - it was mentioned by 16.1% of respondents, and "Borjomi" and "white-key" - respectively 11 and 9.4% of the responses. 16 There are huge differences of federal drinking water standards between Russia and United States. In Russia, appears to be only some regular and required standard for water that people drink. There are no other requirements from state to state; they all go under one rule. On the other hand, in US besides Primary National Standards of drinking water, there is Secondary National Standards too. The second one has an advising character and they point in a direction that scientists must get to have good clear water. They also have different requirements and rules from one state to another. 17 In conclusion its better to choose the golden mean what water to buy and to drink. It is not necessary to buy too expensive production if the balance is limited. However too cheap water can cause more harm than good. Anyway decision depends only on us.
