Four major questions have been asked: / Были поставлены четыре основных вопроса: -Investment plans / Инвестиционные планы -Research, development & deployment plans / Планы по НИОКР и освоению новых технологий -Regulatory framework needed / Необходимое регулирующее законодательство -Is it a recession or a structural change? The financial crisis has not yet an impact on the energy sector. Consequently there are no changes to the investment and R&D plans – but if the situation will persist longer, cape cuttings will follow. In the short term we proceed as planned. / Финансовый кризис пока не оказывает влияния на энергетический сектор. Financial crisis becomes a real threat for economy and it will impose inevitable structural changes, including the energy sector: slowdown of growth, weak international trade. Construction of natural gas & oil pipelines is a long term activity, therefore an economic recession may have a more limited impact. In liberalized electricity markets, some stimulating policy and market instruments might encourage new investments into transmission infrastructures, even under financial crisis conditions; / Сооружения газо- и нефтепроводов является долгосрочными проектами, поэтому экономическая рецессия может иметь ограниченное воздействие на их реализацию. In a short term, financial crisis would not have significant impact on investments in supply side. For power/electricity sector, it could be fatal if the financial crisis would result in suspending of investments, into generating capacities and networks infrastructure as well. The recovery of economy after the financial crisis expires can only and must be based upon sufficient- quality infrastructure and available energy resources. / Для электроэнергетического сектора финансовый кризис может оказаться фатальным, если инвестирование в развитие генерирующих мощностей и сетевое строительство будет приостановлено.

Companies working mainly in Europe are experiencing a different approach and attitude in their core business. Furthermore, especially in supply capacity issues, companies have not significantly changed their already approved or implements plans, but they expect the actual situation will influence timing and dimension of future investments / Во-первых, выявляются географические различия: компании, работающие на вновь возникающих энергетических рынках, существенно не затронуты финансовым кризисом, по крайней мере, на текущий момент, и продолжают активную деятельность, в том числе и по реализации своих планов на будущее. There will be economy diminishment present, international trade will decline and will have influence to more prudent investment policy on the individual company's level and more cautious advance at large scale / В широком смысле финансовый кризис будет оказывать воздействие на экономику в целом. Financial crisis must impact to establishment of more firm and conservative rules for operating and supervision of the financial sector at the state and international level. For power (electricity) sector it would be fatal if financial crisis would result in suspending of investments into networks infrastructure and production capacities. The recovery of the economy after expires of the financial crisis can only and will be based upon sufficient and quality infrastructure and sufficient and reliable energy resources / В краткосрочной перспективе финансовый кризис не окажет существенного воздействия на текущие инвестиционные программы в производственном энергетическом секторе. Кризис должен повлиять на установление более жестких и консервативных правил проведения финансовых операций на государственном и международном уровнях. Для электроэнергетического сектора будет фатальным, если финансовый кризис вызовет приостановление проектов развития сетевого строительства и ввода новых генерирующих мощностей. Восстановление экономики после кризисного периода может базироваться только на достаточности качественной сетевой инфраструктуры и надежных и безопасных источниках энергоснабжения.

So far we have not changed the investment and R&D plans due to the financial crisis, but if the situation will persist for longer time, we may be forced to cut down capes. In short term we proceed as planned / На текущий момент инвестиционные программы и программы НИОКР на затронуты существенно финансовым кризисом, но если ситуация будет продолжаться мы, будем вынуждены сократить капитальные затраты.
