A BRIEF HISTORY After the second world war, some of the countries in Europe began to look for ways to make sure that they never went to war against each other again. They decided to work together and build a better future for everyone. In 1950, two Frenchmen, Jean Monnet and Robert Schuman made a plan to prevent another war between France and Germany. As a result of their efforts the European Coal and Street Community (ECSC) was established. Then it developed into the EEC (the European Economic Community) when in 1957 the Rome Treaty was signed. The EEC was generally called the common market, or the Single Market and it was called the European Community (EC). By 1986 the number of countries in the EC doubled to 12 and the blue flag with a circle of 12 gold stars became the official symbol. In 1992 these countries signed the Maastricht Treaty and adopted the new title the European Union or the EU.

Europe and the European Community What we know as the European Community (or EC) was first suggested after the Second World War. During the war Europe had been fiercely divided. Afterwards there was a need for countries to work together to rebuild damaged relationships and industries. After much discussion, the Treaty of Rome was signed by six countries called itself the European Economic Community. Over the next thirty years, another six countries also became members. The aim of the EC is to remove as many as possible of the barriers between countries, so that the people of Europe can live peacefully together and share the same opportunities. Many of these barriers are disappearing in 1992, so that we truly become part of a Common Market. But the EC is not only concerned with Europe. Agreements have been signed with many developing countries so that Europeans can work closely with them to share ideas and goods. By working together, the members of the EC can act much more powerfully to improve things that they could as single countries.

How the EC works All the EC countries are democratic, which means that people are able to vote for the people they would like to represent them in the government. The EC works in the same way. Each country holds elections to choose Members of the European Parliament ( or MEPs ). There are 518 MEPs altogether. The parliament building is in Strasbourg. Here the MEPs discuss important matters and suggest what should be done in the EC. Different committees meet to talk about key subjects such as farming and energy. The Council of Ministers of the EC is where important decisions are made. Top government officials from each country take part in the Council. The Court of Justice makes sure that the laws of the EC are carried out. It is based in Luxembourg. Looking after the different needs of the representatives of each country is a difficult job for hundreds of people. For example, there are nine official languages of the EC, so all the documents and all the debates have to be translated into and printed in each of those languages. The administration of the EC is mainly based in Brussels.

There are 370 million people in the European Union. They speak different languages and have different national Anthems. However, all countries share an EC anthem. Конец
